Talent of the Telepath Functionality

Maybe this has always worked this way and I never noticed, but Talent of the Telepath currently takes one of the top 3 cards of your deck, but leaves the other 2 there. For some reason, I thought a while ago that it got rid of the other two cards. Maybe I just assumed it did and didn't pay enough attention.
