If I upgrade my OS on pc pc will all my content for this game still be there? I will be doing a full restart, so I'm assuming when I reinstall Steam it will all be there.

No, theres no steam cloud support, so if you format your PC you will lose everything, I think the saves files are stored on our PCs, so you should look for them and backup them.0
