1 star equality: Why and how it needs to happen

The thing is, 1* transition is so short that there is no reason to make changes to it, except as how the 1*s factor into the larger meta of the game: boosted in PvE or useful in the odd PvP like Balance of Power.
In the larger meta of the game, 1*s like Juggs are a huge pain in the **** with his 6 Green board collapse and his unstoppable headbutt.
The only reason to rework the 1*s is in regard to how they affect the game after the prologue.0 -
Even then the difference is about 75 to 90 (someone correct me here?) No one is saying that they aren't meant to be 'fully' leveled; their lower cap is merely a result of the cover system, and 10 levels (or 15-20 boosted) isn't that much in the long run. Most (5/7) 1* characters peak at level 40 including Juggernaut and Venom.And the entire argument that Black Widow and Hawkeye are support characters, and not meant to be fully leveled, is actually proving my point that this presents a false expectation for the future game, as no one else is given less abilities and lower level caps as a "Support" character.
Standard Tokens are usually the main source of covers until the player gets a strong enough team to field in PVP. There is about a flat 83% rate of a 1*, with about 5.2% chance for each cover. Adding 5 abilities to the existing 16 would decrease individual cover odds to about 3.9%.I don't get how giving all the 1 stars equal level caps and extra abilities is going to make transitioning out of 1 star territory more difficult,
Hopefully you're now getting most of your 2* covers from random PVP matches, particularly seed teams.0 -

Yeah, and at this point I wasn't proposing any changes, more just arguing that the suggestion to make the changes wasn't ideal.
There's lots of other places I'd rather see the resources get used on the development side, such as the UI and new characters.0 -

I see this recommendation a lot, but it doesn't seem to work anymore. All I ever get from PVP is minor amounts of ISO or 1 star covers, and banged up characters that can't take part in PVE for a bit. I've had less than 5 2 star covers drop over 2 months, and that's logging in and winning 3 matches on each pvp event for the most part.
But this isn't about my own 1 to 2 star transition, because Im already done with it, I was suggesting feedback because I fairly recently completed it, and felt like the 1 stars being under covered was awkward, especially seeing 2 star Bullseye being given a 3rd ability so soon after I joined, so that the issue only happens in the 1 star rank.
I had not realized the impact on cover distribution, which makes me think maybe the best option is to just remove Yelena completely, which doesn't completely counter the distribution issue, but would be fitting as she's apparently more balanced as a npc antagonist anyway.0 -

It does work, your 2* rate is something like 1 in 15 or so. Just takes matches played.0
