Why aren't characters with multiple covers worth more?

My lv15 wolverine with 10 covers is only worth 250 ISO. I could of just sold all ten at 250 each. Is there a reason why it's like this?

    To encourage you to level your guy? If he was level 94 he'd sell for more, but then you could actually use him too, so, dunno if you would still sell.

    Once you take him out of your queue and put him on your roster he follows different sell value rules. Covers in your queue are worth iso8.png based on star.png rarity. Characters on your roster are worth iso8.png based mostly on level, although rarity enters into it as a base point.
