Fix High-level bias

For low levels, Hulk's anger activates easily. If he's taken down in combat, he'll heal up in under an hour.

For high levels, Hulk's anger hardly ever activates. If he's taken down in combat, he'll heal up in 8 hours.

Abilities which activate based on starting hit points become gruesomely weaker as the character advances.

Characters should not heal more slowly as they gain in power.

    Actually, Hulk's ability is the only one that scales well. It's % current HP (unlike Storm's yellow), so the less health he has, the more likely he is to rage.

    I agree on the healing, though.

    So u're saying when Hulk advance to higher level, he got better control of his anger? Kidding right?
