Change low-HP throb occur at Retribution's proc points

I'm lazy, so if we can have the UI show me when to use/fear Retribution, instead of forcing me to do math, I'd really appreciate it.

Specifically, I'm suggesting the two following changes:
1) Have enemy HP bars throb when I can use Retribution.
2) Have player HP bars throb when the enemy can use Retribution (i.e., let me know when I should pop Web Bandages).

    I was thinking they could have a target reticle graphic that would appear over the character image.

    Yeah, I think something more Punisher-specific would be nice (e.g., Punny's skull logo), but since they already have the throbbing low-HP coded in -- and only nominally useful as is -- I'm hoping that would make implementation just a little bit easier/quicker.

    Fair enough, I think the problem with that is that most players would have no clue what it meant. Like your skull idea. Anything that gives the individual characters ore flavor is a good thing. They could also outline characters in red or something.
