Juggernaut does not give out Headbutt TU in PVE

I've played over 24 hrs in this event and collected like 10 TU from Juggernaut, all are green unstoppable crash. No head butts what so ever.

Sure I may have to believe its RNG, but has anyone (confirmed) they received it's red TU ability in the current PvE? unless I was mistaken I believe I had Juggernaut's red TU ability when TU was first introduced.

Just wanting to know if this is a bug or intended.

    Intended. Self-damage TUps (Headbutt, Sunder) are not supposed to drop, neither is self-stun (IM 40's Recharge). Sentry's Supernova and World Rupture do drop (team self-damage), but Sacrifice (only Sentry self-damage) doesn't.

    The ridiculous part is that the game drops powers that do damage over time and there is no way to kill a Human Torch who isn't on the team. Those should be eliminated too or just give us all abilities.

    I wouldn't call it ridiculous, but I feel like persisting powers like Flame Jet probably shouldn't be allowed to be Team-Ups.
