Is the Punisher in the new Hero Packs?

Not the Hulk packs, I know he is one of the buffed characters from the daily rewards. Can you get him from the new character Heroic packs?

    I would assume no since he was released a week ago. The only reason he's in the hulk packs is so they can make money. Although I can't say for sure he's not in heroic. Just a guess

    He's in the Hulk packs. He has not yet been added to the Standard or Heroic pack.
