Original Alliance Leader Dropping Out

It goes on without a leader, or the existing commanders effectively become shared leaders. It is a problem though as you can't kick commanders who become inactive (or rarely active).

Yes, anyone promoted to "commander" status can buy more alliance slots. Many alliances ask/require new recruits to purchase the next slot. Any existing commander can promote other normal alliance members, or "kick" them (remove from alliance).
