Bug? Hawkeye's Avoid power sometimes picks wrong character

I've noticed that when taking damage from the opponent, whether via match damage or triggered powers, Hawkeye's Avoid power always jumps to the character that was to his left in the character selection screen. For instance, if I set up my team: Iron Man - Storm - Hawkeye, when Avoid is triggered, Storm always takes damage, whereas if I set it up Hawkeye - Storm - Iron Man, Iron Man takes damage.

However, when I use Thorned Rose with Avoid, I've gotten two different characters taking damage (sometimes in the same turn, but not always). This seems like a bug, although maybe it's intentional?
