While it's out, he can't go out and eat another special tile. If that tile is matched or the cooldown hits again, he'll fly another time assuming you've hit the base AP required for his flight. At Level 5, it's currently set to affect Strike, Protect, Attack, or Countdown tiles with a base of 5 AP for activation and a 3 turn Countdown tile for use.
