This is a no-brainer.
If you get a duplicate cover, you should be able to sell it to someone in your alliance for the same price.
I've poured dozens of hours into this game and still have yet to get a single 2-star or more power up cover. Meanwhile my alliance member is getting them left and right and selling them off into the abyss.
