I would check your pass again? Mine costs 1000 XP per level.
If yours costs 1500 XP, then something is wrong.
If you are talking about the one time HP cost to unlock premium, yes, that is 1500 HP and has been for a long time.
Again, the problem is that they cut the XP (not HP) from completing daily quests from 750 XP to 250 XP. Added up that's 500 XP per day, or 1/2 the XP to advance the pass one level. Before you would get enough XP per day to unlock at least 1.5 levels.

I would check your pass again? Mine costs 1000 XP per level.
