Are the loaners bugged for Battle at the Bastille?

I'm seeing a 1 power level 61 Venom on offer. How is that supposed to help players who use the loaners for the Boss Battles?!?!? In fact looks like all the loaners only have one power? Two of them can only create web tiles? If this is intended who on earth thought this was helpful?!?!

    Look at you, assuming there was intent behind weird stuff happening in the game.

    I have a 1 cover iron may loaner who is lvl 500 and actually higher level than my 4 star aunt may boosted to 460
