Story quest is error?

in MPQ Bugs and Technical Issues

After alliance event galactus, I found that the difficulty of story quest is increased.Is it an error or not? because it still written the enemy's level at 35-405 at clearance level 8, but now i got enemy at level almost 700

    Level 8 is now as hard as level 10 used to be.
    If you picked Level 10, you should get characters up to level 650 in PvE on the first round.
    Obviously they get harder each time you finish the node.

    Here’s how the SCL structure will change:

    SCL 1 (Previously 2)
    SCL 2 to 8 (Previously 4 to 10)
    SCL 9 (New)
    SCL 10 (New)
