Purple Man Question HELP

So I thought Killgrave might pair quite well with Zemo as two oppressive supports and I've realised that I just don't get how Killgrave's passive purple works.

I have it at max and it's supposed to be increasing my teammates match damage for Purple, blue and black by 135% of his own but I'm not seeing any increase at all... Am I missing something???

You can see below Panther is supposed to do 148*3 for a black match (444) but then he ends up doing 441????

    My guess is because it says up to 135%, which technically means it could be zero.

    The ability is worded oddly for what it does.

    What it does is "Purple Man buffs his teammates until he doesn't tank any of his own colors."
