Are New Releases part of Champions 2.0

I've long wondered and considered this. Do the new characters that were added after the Champion system automatically get added to the Champion system? Has anyone completely finished any of the new 3 stars or 4 stars to know for sure?

    I am quite sure they said every character after Bong would ship with champion 2.0 ability.
