I have been renewing VIP 3-4 months on the go now, however I renewed when there was a deal. It's either a bug that is stopping the popup from appearing for me, or it is a trick to force me out of my discounted VIP and make me pay full price again.
If this isn't just a glitch, and that is deliberate, I might consider dropping the game entirely
