Ezuri, Stalker of Spheres doesn't trigger properly [Investigating]

Ezuri, Stalker of Spheres has two abilities:

  1. When this creature enters the battlefield: You may drain 8 mana from your hand. If you do: Proliferate.
    Escalate.Proliferate.Escalate.

  2. When you Proliferate: Draw a card. It
    gains 5 mana.

The second ability is bugged. It ONLY triggers when the first ability is used. If you proliferate via any other method the second ability does not trigger.
