5-star Black Panther's "Panther's Prey" - Match Damage Only?

According to the ability description, "While this tile is on the board, and the chosen character takes damage, they suffer an extra *** damage." It doesn't specify only match damage.

While Panther was the required 5-star in the latest PvE, I was using him with 4-star Juggernaut. When I got a Panther's Prey tile out, I noticed that any damage don eby Juggernaut's "Collateral" ability was not increased by Panther's Prey. Is that ability only valid for match damage? Or is this a bug for the ability?

    Juggernaut gets treated differently, for reasons that are still unclear. Okoye doesn't boost him, for example. The previous devs tried to explain this but it didn't make a lot of sense.
