I use it, and I’m past my mid forties…
It has its origins in Black Drag culture and ballrooms. It has become more popular and entered main stream recently due to the popularity of Drag shows, especially RuPaul’s Drag Race on TV.
I believe the Devs here wanted to use a modern phrase with the word Tea in it, because you know, she’s British…

Nonsense. If I know Brits (and I do, as the entirety of the UK is a single, homogeneous entity so these statements can easily apply to everyone), they drink Tea and nothing else. Do they drink Lager? Well, that's just cold fizzy barley tea. Ale? Nope, lukewarm non-fizzy tea. Gin? Alcoholic juniper tea.

The best food in Britain is decidedly Arab/Middle Easter, so it stands to reason the tea may not originate there at all. Which would make it nothing more than a diversion. Which would make "spill" the important part of the clue, perhaps someone who was never meant to leave their container.
Painfully obvious clues such as tea would become a distraction ... And who could behind such dazzling sleight of hand.. ?
