Tune the Narrative won't cast from a full hand [Fixed]

I've attached an image show that I have six card hand and Tune the Narrative refuses to cast. That doesn't make any sense. It only draws 1 card. As so soon as you cast it there's room to draw a card so there's no benefit to the player and isn't consistent with how other card draw spells work.
