Teferi, Temporal Pilgrim - 2nd ability token creature's level stays at 2 [Investigating]

When you activate the 2nd ability ("Witness of History") of Teferi, Temporal Pilgrim for the first time in a match, creating the "Ghost of Wars Past" token, he increases said token's level by 1, to 2, as he should.

However, when you use that ability again, the token's level does not get increased further, and it stays at 2 no matter how often you activate that ability after the initial token got created.

And it gets even worse: his A3 doesn't remove nontoken cards, once he is level 46+

Two bugged abilities on a single planswalker... yeah!
