Plate Armor incorrect activation [Investigating]

Plate Armor says "When your opponent casts a spell that targets your first creature", however that clause is triggering even when the spell targets the second creature instead.

Here I cast it on the Smith which was my opponent's second creature, and the Plate Armor triggered anyway. I'm pretty sure I've also seen this behavior on another card that says it should trigger on an action on the first creature but happens on any creature.
