Kiora's first ability not triggering Lullmage Mentor [Investigating]

Lullmage Mentor reads: "When an effect you control drains mana from a card in your opponent's hand: Create a Merfolk token."

Kiora, Master of the Depths's first Planeswalker ability drains 6 mana from your opponent. However this effect doesn't activates Lullmage Mentor so no Merfolk token is created after that.
