Elspeth sun's champion also destroys trap gems [Investigating]

Planeswalker Elspeth's ultimate ability is supposed to destroy activated gems, but with Kozilek in play, it destroys both activated and trap gems.
Is this as intended?
Zirda seems to do the same, so it's at least coherent.
