Baral's Expertise won't cast if you don't have a cheap card in hand

It's supposed to bounce a creature if they have 5 or less cards, and fill a card in your hand that costs 8 or less. If the opponent has 5 or less cards, but you don't have a <9 cost card in hand it won't cast, which is beyond dumb.
