Blue Sun's Zenith is not filling cards upon cast

When I cast Blue Sun's Zenith and I tap the cards to speed up the casting process. It stops short and casts only those cards prior being tapped. The rest of the cards are pulled and are given no mana.

    Mods please delete this thread ... issue is the interaction with Alhammerets archive. A problem that had been already established.
