Alhammarret's Archive no longer triggering On Draw effects for the human player.

Steps to reproduce:
1) Get Alhammarret's Archive onto the battlefield.
2) Get something that triggers on draw onto the battlefield (e.g. Sphinx's Tutelage, Forbidden Knowledge [ob nix ult], Unravel [jace2 ult], etc) 
3a) Expected result: On Draw effect triggers twice during player's turn .
3b) Actual result: no draw effect triggers during player's turn.

Thanks. I'd like to clarify a point: it doesn't have to be during the player's phase. It's just whenever the player would draw, regardless of whose turn it is - e.g. computer casts Day's Undoing
