Copies not playable until next turn... unless you're Jaya?

Testing lvl 60 Jaya in Heroic Mode & RT after new patch, I noticed that the spell copies she creates using "Major Professional Destruction" are listed as copies but still are immediately castable on the turn they were created.  Was that intentional?

Combing through the release notes, there's no mention of copied spells getting delayed, nor the reasoning behind it.

Copied spells generated by Expansion get full mana when created, yet sit uselessly in my hand until the following turn.

Is this behaving as intended, and if so, why does Jaya get a pass on this restriction.

It's in the bug fixes, but rather poorly worded. Basically it says copies shouldn't cast until next turn.

It's hidden under bug fixes, quite close to the bottom and not furtherly explained

    Okay, yeah, see it.

Question now is precisely why this was an issue to begin with? I lurk this subforum quite a bit (which says just what a mess this game can be), and can't recall anyone complaining about this.

Second question, of course, being the OP. Why the discrepancy?

    I
bet it's an attempt to prevent infinite loops. I see the necessity, but the implementation is very.. Well, the opposite of elegant. It looks like it was planned that way from the beginning (without making it clear since there are no rules for copies stated anywhere), but somehow the mechanic didn't know that either.
