Tibor & Lumia doesn't count as casting a blue/red card to trigger their effect [Investigating]

So I had Erratic Cyclops in slot 1, and Tibor & Lumia in slot 2. When I cast TL the first time the effect didn't trigger but that was kind of expected (even though it's not the same behavior as Mishra's Self Replicator). However, on the next turn I cast another TL which reinforced the existing one and neither effect was triggered. That was followed with casting another Erratic Cyclops which also was a reinforcement and the red card effect on TL did trigger.
