CL9 rewards PVE vs PVP

Why are the placement rewards better in PVE then PVP?

Just looking at class level 9 you could see the major differences.

Granted PVE is usually 3 to 4 days and PVP is only 2 1/2. You can also argue the difference in bracket sizes 1000 vs 500 but it seems to
me that PVP players are missing out
on some major placement rewards like Latest legendary tokens in both Single placement and alliance placement. 

What do you guys and girls think?
