Narcomoeba won't reenforce from Graveyard [Investigating]

I had this card discarded by 2 different cards Underrealm Lich and Discovery. It was placed on the battlefield once but any time it was discarded after that it would flash onto the battlefield as a reenforcement and then be immediately destroyed.
