Sarkhan the Mad's ultimate and haste creatures

Sarkhan the Mad's ultimate reads "When your Dragons attack this turn, they deal damage equal to their Power x [1/2/3/4]".  I noticed that when I activate the ultimate, and that turn cast a dragon with haste (say, Darigaaz Reignited), the new dragon won't deal damage equal to its power when it attacks.

That may be the intended functionality of this planeswalker ability, but that is not how the ability reads.

Probably akin to all the other interactions like Azor, the Lawgiver not preventing a spell card from being cast the turn after he hits the board if the spell was drawn after his ETB resolved, or Emrakul not altering the cost of cards drawn after she hits the board. Several of these effects will only target objects (supports, creatures or cards currently in hand) rather than affecting the planeswalker in question.

Its always been like that.  Hard to consider it a bug if its 3+ years old.

Definitely confusing though!  Should mention somewhere that it only effects creatures on the board

Probably a wording issue, especially considering there weren't really any dragons with haste when he was put out.

Likely the wording should be "until the end of turn, dragons you control gain 'when this creature attacks, it deals damage equal to x times its power to your opponent'" That would clear up the confusion as hasted dragons weren't in play to receive that buff when it was used.
