Flusterstorm doesn't work right [Investigating]

Today when I tried to find some use for that Flusterstorm I pulled, I noticed that it doesn't work as the card reads. Looks like the opponent loses 2 mana from every card at the end of his turn no matter how many cards you cast last turn. Even if you don't cast any cards but Flusterstorm stays in play, it drains 2 mana from every card of the opponent.

And while you're fixing this, could you please also make the card more playable? It starts with measly two shields and costs 14 mana. A shield or two more, and some mana off wouldn't yet make the card great, but then it could be usable in some decks.

Bumping this as I was able to recreate this outcome. 

Also, agreed that this card sucks at 14 mana.
