Can't recruit/start a hero in my queue of covers because existing one is not max champed

trying to get a new 3* blade started while the current one is at 240 since I don't want to end up in the scenario where I get covers I can't use.
i have a cover in my queue but I can't start the new hero? I can only add levels to the 240 blade. What gives?

    There's a star like button you'll see in the far corner of the queue. That's how you start the new one.
