They don't want you to hoard because they want you to spend instead. They want you to buy roster slots instead of hoarding until you have the HP on hand. They want you to spend on ISO to champ a cover before it expires rather than waiting until you have the ISO on hand before you open it.Any change that reduces the incentive to hoard, but doesn't keep the incentive to spend in place is not a change that they will consider.And as long as they have a 2-week expiry period smart players will always hoard in certain situations where it makes sense to do so.
