Surfer and Phoenix would love to be leveled to 450 and played instead of OML. If only I could not pull unusable covers for them....

Character nerf in a luck-based tier: brutal.

    Well the 5* only tokens -- at a 50% compensation ratio... better than nothing for certain but not terrific.
