Defender rearrangement inconsistency

There is an inconsistency between the following two cases:

A) None of my creatures have defensive abilities. I give the creature in creature slot two vigilance with Haunted Cloak. I put some Thopter tokens into play, there were none in play before. The creatures re-order themselves so that the creature with vigilance is in slot 1.

B) None of my creatures have defensive abilities. I give the creature in creature slot two vigilance with Haunted Cloak. I put some Thopter tokens into play, reinforcing a stack of Thopters that were already in play. The creatures do not re-order themselves.

    I would say working as expected. a new creature
    entering or a change in defender status ie reach
    or defender should cause a re-ordering of creatures.
    vigilance gives creatures a higher defender status
    but doesn't count to initiate a rearrangement.
