Effectively, Civil War doesn't require Winter Soldier

This might be the first time where a story event does not explicitly require the 4* character given away by the previous story event - but only by virtue of there being two "paths" to Civil War, one requiring Bucky and the other not.

This is a Good Thing and should continue in the future. Perhaps, instead of having only the previously-released 4* be essential, forthcoming PVEs could instead allow any of the previous three or four 4*s to act as the essential 4* for those missions. People wouldn't feel obligated to do things like a 7-day new character release PVE, and it would effectively lower the pace of 4* releases without actually lowering it.

    And it will lower the purchases of character slots and cover packs to get the latest essential which will reduce game revenue....

    There's got to be some give and take to this model. Most people just can't keep up with the crushing pace of new 4* releases, not with the ISO shortage too.
