Cleaned up the News & Announcements section

Just to let everyone know, I went through and cleaned up the section that houses our Patch Notes. Did some formatting work on a couple of horribly formatted notes, changed titles so that you know what's inside, added the couple Tourneys I had missed out on adding... General maintenance. Placing this here so that you know that you're not insane. Or at least, that you're not insane because of *that*.

Great job! I love how they are categorized as 'Patch Notes', 'Tournament Notes' and 'PVE notes' Now we can know what's happening even before reading notes and also should make it easier if we want to revisit some older notes.

But it would be so easy to blame 'that' for this
